Head of Unit for Unit B.1 ''Fundamentals of Education and Training, Quality Management'' (m/f/d)

The BBK is the head office of the Federal Government for National Crisis Management in Germany. We ensure the quality of crisis management in a central coordination role with federal, international and cross-sector partners. In view of this task, our interdisciplinary team is growing steadily. We are looking for unlimited duration at the next time a Head of Unit (w/m/d) Group 15 TVöD (Bund) for the Unit B.1 “Grundlagen der Aus- und Ausbildung, Qualitätsmanagement” at the Bad Neuenahr-Ahrweiler office. The Federal Academy for Civil Protection and Civil Defence (BABZ) is the central training and training institution of the Federal Ministry for Civil Protection. The BABZ's event is aimed primarily at specialists and executives from the federal, state, municipalities and the aid organisations. The BABZ’s basic training, quality management unit is responsible for ensuring that the BABZ’s training and training offers meet the requirements of modern adult education. The unit offers its own training events, mainly in the field of legal bases for civil and civil protection. The “Quality Management” section supports teaching, administration and academy management by maintaining the QM system, documentation, performing internal audits and training of employees of the BBK. Furthermore, the use of digital learning formats in the unit is coordinated and further developed.

Leadership – You take over the disciplinary and professional leadership of the currently 10 employees in the unit, promote cooperation and ensure a targeted operation. In doing so, you are responsible for planning tasks, ensuring the quality of the unit results and ensuring effective and efficient use of resources. Further development – As a manager, you will ensure the future-oriented development of the unit taking into account the strategic objectives of the BBK, drive innovative ideas and processes forward and ensure that changes are implemented successfully and sustainably. Work – You develop and coordinate digital learning forms with your team and are responsible for the operation of the BABZ learning platform. Please note the needs and wishes of the benefiters as well as the possibilities, limits and diversity of the IT landscape in the public service at the federal, state and local authorities. Advice – You advise the managers of the house on all issues of the training principles in civil and public protection. With your unit, you will ensure that the BABZ training offers meet the basic requirements of methodology and didactics. You will support other departments in the preparation and follow-up and, where appropriate, the implementation of training projects at BABZ. Collaboration and Communication – You maintain a trusted cooperation with the administration, executives and employees as well as the representations of interests. You involve the relevant stakeholders in key decision-making processes and promote constructive and solution-oriented cooperation at all levels through transparency and liability. With your unit, you coordinate the diverse cooperations and professional networks of BABZ.

A scientific university degree completed at least with the grade “good” with a recognizable reference to the subject (master/graduate), e.g. the political or administrative sciences, or a legal studies completed with the second legal state examination (with a total number of first and second legal state exams of at least 13 points). Alternatively, you have a career capability for the higher non-technical service. Comprehensive leadership skills that you demonstrate in the selection process. Ideally, you can already demonstrate leadership experience. Knowledge of civil and/or civil protection and/or crisis management is advantageous. Experiences in modern adult education and in inter- and intra-disciplinary cooperation are desirable. Experiences with organisations or authorities operating in the protection of the population are advantageous. Joy in taking responsibility as well as the promotion, development and motivation of employees. Proactivity and motivation to develop the structures, processes and tasks of the BBK. Since our tasks are safety-relevant and event-oriented, we need your willingness to extend the safety review and to participate in the BBK crisis organisation. Applicants are employees of collective agreements from group E 13 or Officials from grade A 13h. In principle, the function is transferred for a parole period of 6 months. After successful probation, the final transmission of the unit line is provided. A transport according to A 15 is then carried out in the presence of the corresponding conditions.
