The BBSR at the Federal Office for Building and Spatial Planning (BBR) is the Federal Institute for Research in the Business Unit of the Federal Ministry of Housing, Urban Development and Building (BMWSB) for the areas of urban development, spatial planning, housing and construction. The BBSR also implements a wide range of support and investment programmes in the field of climate protection and urban development. The RS 5 Unit deals with the opportunities and potentials of the digital transformation of cities. Together with research partners and actors in urban development, studies are carried out and recommendations for action are drawn up in order to deal wisely with the challenges facing municipalities and regions in the digital age. It also supports the BMWSB conceptually and professionally in the promotion of model projects. More information is available here. In a project funded by the German Research Foundation, the BBSR will support you with an investigation into how planning control instruments are being renegotiated and developed in dealing with short-term rental platforms. ''Airbnb'' is an example of how, at federal, regional and local level, the undesirable consequences of short-term rentals are discussed and what arguments are being negotiated for the purpose of bans and other control instruments. In addition, the role of the regulation of digital business models in the context of the housing issue and in the relationship between countries and municipalities is classified in order to derive conclusions on the planning control of digital swarms.

Expected: enrolled student in the field of spatial planning, economic, social and political sciences, geography, law, statistics or comparable study What we need: Interest in current housing policy topics, spatial planning and the impact of digital transformation on cities first experience with methods of empirical social research (e.g. survey, discourse analysis, evaluation procedures); as an alternative basic knowledge of legal sciences first experience in handling software for qualitative text analysis and for processing structured data sets (e.g. Citavi, MAXQDA etc.) safe handling of software for collaborative work and Microsoft Office Ability to work independently after appropriate incorporation Commitment, joy and reliability in cooperation in a team distributed over several cities and institutions very good written and oral expressiveness in the German language for the analysis and interpretation of laws and parliamentary documents (language knowledge of the language level C1 according to the Common European Framework of Reference – applicants whose first language is not the German language, we ask for proof).

The working time is regularly 14 hours/week. The fee is 15,00 € gross per hour. The employment relationship is limited until 31.12.2028.
