The Technical Division (TD) is responsible for the planning, construction, operation and maintenance of the core harbour infrastructure with a total of around 600 employees. On behalf of the other units of the HPA, we plan and build new infrastructure projects in the port. In project teams, engineers from different disciplines are currently approx. 20 interesting projects (including the restructuring and modernization of port areas, structural structures such as bridges and quay walls, earth construction and road construction and railway construction). As part of the company's digitalization strategy, we are currently engaged in preparing the integration of BIM methodology into building project management.

The Department of Sustainability and Approval Management is responsible for all topics relating to the management of the approval processes for infrastructure projects of the HPA. A key focus is on nature conservation, immission protection and waste-related issues in the context of environmental impact management and the ability to approve. Furthermore, the unit advises the construction projects on procedural matters and controls the production of the approval documents. In this context, the specialist unit forms the central interface to the relevant specialist and approval authorities. The portfolio of tasks is complemented by the development of a sustainability strategy for construction projects, with the aim of transparently evaluating the construction measures of the TD with regard to your greenhouse gas emissions. Our heart beats for the Port of Hamburg, which connects us! You guide the HPA Department of Sustainability & Approval Management. Furthermore, you accompany and tax the approval procedures, in particular planning/plan approval procedures, for HPA infrastructure projects on the part of the promoter. You are responsible for the legal application of the relevant legal and procedural regulations. You are responsible for the orientation of the concept of dealing with the concerns of environmental and nature protection in the Port of Hamburg with regard to the implementation of large infrastructure projects. You will also advise HPA projects in the planning and implementation of infrastructure projects with regard to the procedural and nature-protection requirements. You also represent the decisions of the HPA-internal unit, in particular to specialist authorities, licensing authorities, associations or other third parties. In addition, you moderate the decision-making process between the stakeholders in the coordination of approval procedures or basic questions. You develop the sustainability strategy of the TD and support the projects of the division in determining and reducing greenhouse gas emissions. For this purpose, methods and standards for planning and structural implementation are developed.

You have equivalent knowledge about a completed scientific study from the fields of engineering or environmental / natural sciences or a completed university degree in law (with 2nd State Exams) and several years of professional experience in the planning and approval of infrastructure projects. You have comprehensive environmental and procedural knowledge, including the application of environmental and natural law, administrative procedural law and other legal provisions. You also have a strong leadership skills. Your analytical and interdisciplinary judgment, as well as your very good language and written expression, are yours. In addition, your conviction and enforcement skills and your targeted problem management are added. Your self-confident and sovereign appearance as an interface between technical, environmental and legal project requirements as well as negotiation skills complete your profile.
