Team Leader in Public Procurement – Strategic Procurement Building Management (m/f/d)

In this function, you take responsibility for a central area of public procurement and run your specialist area (team) through demanding, legally regulated procurement procedures – focusing on building cleaning services. Leadership with responsibility: You take over the disciplinary and professional management of your team in public procurement at several locations and are responsible for the operational and strategic management of procurement in compliance with the relevant regulatory and budgetary requirements. Making public procurement strategic: You analyse the needs and market developments of your product groups across the divisions, develop legal and economic procurement strategies and create model documents for procurement procedures to be applied nationwide (including performance descriptions, valuation concepts, contractual conditions). As part of a multi-year planning, you will prioritise the nationwide requirements with your team taking into account the procurement strategy. When assigning the procedures, pay attention to a uniform utilization of the individual planning years. Consultancy & legal certainty in focus: As a competent contact person, you advise the specialist areas in specific procurement projects, accompany complex procurement procedures and coordinate cooperation with external specialist law firms if necessary. Your expertise will also be introduced into projects and working groups around public procurement. Continue thinking about sustainability in the procurement context: Developing together with your team Taking into account the legal framework, you will have a sustainable and climate-friendly procurement concept for building cleaning services and thus actively contribute to the strategic development of the Federal Agency for Real Estate Tasks. We work mobile and flexible. However, on the service post/workplace there are occasional service trips, including throughout the federal territory. These missions are generally planned with sufficient chronological advance, so that the reconciliation of family and occupation is guaranteed.

Education: You have a completed academic degree (Master/Uni-Diplom) of the Department of Business Administration, Economic Law, Law, Facility Management or a comparable qualification. Experience in public procurement: You bring experience in public procurement and move safely in national and EU-wide procurement procedures – ideally in the field of services of building management. Legal security and cost-effectiveness: Contract requirements always think together with economic issues. Efficiency assessments, quote calculations and price reviews are used to develop sustainable and sustainable procurement solutions. Technical foundation: You have a well-founded knowledge of contract law and business and are delighted to implement complex requirements in a structured and comprehensible manner.
