Head of Support and Participation (m/f/d)

“Förderen & Wohnen” (F&W) is a company of the Free and Hanseatic City of Hamburg (FHH), with around 2,300 employees: it offers social services for people who depend on help at more than 200 locations in the city. The largest area of responsibility is the public accommodation of homeless and refugees. Integrating assistance offers are the second important component in the R&W portfolio. The business unit is called “assisence and participation”. In addition, the provision of leased accommodation for people who are affected or disadvantaged on the housing market for other reasons, as well as service residential facilities for senior citizens are also included. In order to fulfill all these purposes, F&W produces and builds housing on a large scale. This also benefits from the “Begleitung und Teilhab” business segment. As part of SGB IX, F&W offers a wide range of services. These include special housing forms, including accommodation according to § 1831 BGB, housing with assistance, assistance in social psychiatry, day-care facilities, participation in the work-world context, advice and offers in the meeting points. Target groups are people with mental or multiple disabilities, mental illness and/or addiction diseases in and around Hamburg. This position shall be adopted on 1 July 2026 and indefinitely.

In the Hamburg area, the offers focus on four regions: Hittfeld (Niedersachsen), Reinbek (Schleswig-Holstein), Wandsbek and Wilhelmsburg. The offers as well as the type of delivery of services differ in part considerably, since these are aimed at the different target groups described above with very different needs and requirements. In addition, the offers are subject to the different framework conditions of the respective federal states Hamburg, Schleswig-Holstein and Lower Saxony. Your tasks include:

Total responsibility for the operating result of the business unit and the achievement of the agreed economic objectives Strategic (further) development of the business unit Organisation of the management and information structure of the business unit Control and supervision of the subordinate organisational units (areas, facilities) Staff supervision and supervision of staff:inside, personnel planning and personnel management Ensuring a professional external representation of the business unit, representation of R&W in specialist bodies and care of the associated network (bodies, associations, competitors:inside) Participation in structural and pay negotiations Quality management within the business unit Development and optimization of the software solution SENSO iHM Ensuring targeted personnel development, e.g. the continuing and continuing training of employees:in the business unit Ensuring occupational safety in the business sector At the Hamburg office you will report directly to the management in this role.
