Head of Division L.2 ''Federal Warning Systems 1; Operational readiness'' (m/f/d)

The BBK is the head office of the Federal Government for National Crisis Management in Germany. We ensure the quality of crisis management in a central coordination role with federal, international and cross-sector partners. In view of this task, our interdisciplinary team is growing steadily. We are looking for unlimited duration at the next time a Head of Unit (w/m/d) Group 15 TVöD (Bund) for the unit L.2 ‘Federal warning systems 1; readiness for use at the Bonn office. The unit Bundeswarnsysteme 1; readiness for use: The unit supervises the federal warning systems and ensures their readiness to use. These include, in particular, ensuring the operation and further development of the modular warning system (MoWaS). This includes comprehensive quality management, operational safety, the establishment of new MoWaS stations and system transitions to third-party systems in cooperation with external service providers. Associated property affairs are supervised by the unit. In the L.2 Unit, the central warning app NINA, Cell-Broadcast, the MoWaS-Academy training system and the data lock are supported for connection to the draining states. The warning mix – i.e. the considerations of which warning multipliers are connected in what ways – is responsible for L.2. Since the federal warning systems are also made available to the countries for use, continuous professional coordination with them takes place.

Leadership – You take over the disciplinary and professional leadership of the currently 11 employees in the unit, promote cooperation and ensure a targeted operation. In doing so, you are responsible for planning tasks, ensuring the quality of the unit results and ensuring effective and efficient use of resources. Further development – As a manager, you will ensure the future-oriented development of the unit taking into account the strategic objectives of the BBK, drive innovative ideas and processes forward and ensure that changes are implemented successfully and sustainably. Advice – You are the central contact person for the executives of the house in matters of the federal warning systems. With your expertise, you support strategic decisions and help ensure that the warning system works effectively in Germany. Collaboration and Communication – You maintain a trusted cooperation with the administration, executives and employees as well as the representations of interests. You involve the relevant stakeholders in key decision-making processes and promote constructive and solution-oriented cooperation at all levels through transparency and liability.

A legal studies completed with the second legal state examination (with a total number of first and second legal state exams of at least 13 points) or a completed scientific university study in a scientific or engineering field. Alternatively, you have an adequate career capability for the higher non-technical service. Comprehensive leadership skills that you demonstrate in the selection process. Knowledge of the national and international structures and processes of population protection and understanding of the functioning of federal structures in Germany. Experience in public building and property affairs. Joy in taking responsibility as well as the promotion, development and motivation of employees. Applicants are employees of collective agreements from group E 13 or Officials from grade A 13 h. In principle, the function is transferred for a parole period of 6 months. After successful probation, the final transmission of the unit line is provided. A transport according to A 15 is then carried out in the presence of the corresponding conditions.
