Legal Officer for Construction Law (m/f/d)

We are looking for a legal officer in Baurecht (m/w/d) from 01.08.2026 at the Department of Urban Planning, Environment and Building Law II (External City) Part-time, fixed-term The place is first suspended as parental leave until 31.08.2028 and covers an employment of 27.3 hours per week (70%). An occupation with a smaller range of places is possible in principle, but at least 50%. The Department of Urban Planning, Environment, Building Law, consisting of five departments, performs with a total of 100 employees extensive tasks in the fields of urban planning, building law, conservation of monuments, municipal climate protection, chimney sweeping, housing promotion and environmental law and industrial supervision. The Department of Urban Construction and Building Law II works for the outer city area of Ulm (including villages, Eselsberg, Michelsberg, Böfingen, Wiblingen) on the territory-related tasks in the area of urban planning (committal construction planning) as well as the tasks of the lower building authority (building permit procedure). Payment is made up to 11 TVöD.

Your tasks: independent audit and decision in respect of projects subject to approval (building permits, disclosures, extensions, modification and addition permits, construction decisions, construction loads, etc.) Examination and decision on objections within the building permit procedure (neighbourhood, adjacent, etc.) Examination and processing of complaints and appeals, in particular objections, complaints and requests for urgent action Compilation of separate notifications (e.g. pre-requests, deviations, exemptions) binding response to general (construction) legal issues outside of procedures, as well as general construction advice (also in the service office ''BürgerService Bauen''') Changes to the subject are reserved.

Your profile: degree in law, Bachelor of Laws (LLL.B.), Diplom-Administrator*in (FH), Bachelor of Arts Public Management or a comparable qualification well-founded legal knowledge in these areas, in particular in building law and general administrative law independent, solution-, service-oriented and clearly structured mode of operation Joy in working in a team, strong team competence and communication skills Persuasion and enforcement, negotiation skills and decision-making and high performance a secure oral and written expressability high IT affinity to effectively support the workflows via the specialist process (PROSOZ Bau/ VIBA)
