Head of Procurement (m/f/d)

Total responsibility for managing, organizing and developing all activities and projects in the field of procurement and procurement Strategic, organisational and professional development of the department Identification of relevant developments and needs for action and the design and implementation of appropriate measures, in particular in the areas of digitalisation, process automation and sustainable procurement Safeguarding legal, economic and demand-oriented procurement solutions with special attention to procurement, budgetary and application rights Advising the management, management, executives, commissioners and stakeholders on all matters relevant to the procurement and procurement law, as well as the active design of cooperation with the relevant intersections at the UFZ Representation of the UFZ in procurement-related networks and working groups, including within the Helmholtz Association Technical and disciplinary leadership as well as staff development of around 20 employees in the department

A successfully completed study of the administrative, economic or legal sciences or a qualification equivalent to the tasks, covered by relevant professional experience or other appropriate evidence Multiannual (at least 5 years) relevant professional experience in public procurement and procurement and/or science management, each associated with proven, deeper experience in managing complex national and EU-wide procurement procedures knowledge of national and European public procurement law (in particular GWB, VgV, UVgO, VOB), Multiannual management experience with professional and disciplinary personnel responsibility Representative leadership skills and a cooperative and value-assurance leadership, combined with empathy, decision-making and the ability to promote cooperation and self-responsibility in the team Designed strategic, analytical and conceptual skills, as well as the ability to evaluate complex interests, organisational change needs and resource issues in a structured manner Experience in the design and implementation of digitalization projects in complex process and organizational structures The ability and willingness to include different perspectives and to actively shape change processes Very good communication skills, as well as the ability to communicate complex issues in an address-oriented manner and to identify superior relationships A structured, independent and solution-oriented way of working A pronounced hand-on mentality, joy in shaping as well as proactive and innovative thinking Very good knowledge of German and English in word and writing Remarkable are: Experience with the specific framework conditions of publicly funded (research) bodies Practical experience with the award of works, architects and engineering services, especially according to VOB and HOAI Knowledge of customs and foreign trade law Funded application knowledge in SAP, ideally in the modules MM and FI/CO The discussions under the selection procedure are planned for 09.09.2026.
