Innovation in administration is management task. The RZF data center is more than the sum of employees, buildings or hardware and software. It is a community that pursues one goal: together with experts from other federal states, we are building the digital finance office of Germany in the financial IT. In the RZF you can move more than you think. You ensure that AI is used in financial management, so that tax returns can be processed faster and more efficiently and tax fraud can be better transferred. Thus, you work on topics of high strategic relevance every day and contribute directly to the digitization of the Federal Republic of Germany. We are looking for Head of Department / Head of Managment KI Cloud Incubator A/E15 (m/w/d) at Kaarst location apply until 13.04.2026 Do you want to actively control the digital transformation of the administration instead of accompanying it? Then you take responsibility as a professional management of the AI cloud incubator in the RZF NRW! As a management of the incubator, you are driving the responsible use of AI and cloud technologies significantly and working with the AI and cloud strategy of the RZF and the financial management NRW. You develop the AI cloud incubator into a scalable innovation platform and create the organisational, technical and infrastructural conditions for the sustainable digitalisation of the entire financial management in NRW.

You are responsible for the operational control of the work of the AI cloud incubator incl. Coordination of various interdisciplinary implementation teams. You network with other federal states on the subject of AI and provide innovative impulses for nationwide software development in the field of tax fixing. You agree to the strategic orientation and further development of the AI cloud incubator closely with the administration and other relevant persons. You are responsible for the strategic selection, evaluation and introduction of AI, cloud and other automation technologies in financial management, taking into account opportunities, risks and operational capabilities. You develop viable transfer models of pilot and MVP solutions in stable line operation and ensure scalability, wartability and operational responsibility. You are responsible for the further development of a future-oriented, scalable AI and cloud platform architecture as a common basis for reusable services, data products and automation solutions. You promote standardization, modularization and reusability of components to increase efficiency and reduce risk. You ensure a binding stakeholder and interface management and ensure compliance with IT standards, data protection and information security for the applications developed by your team. You develop further useful services of the incubator for financial management, beyond the pure development of AI applications, and anchor clear responsibilities. You ensure that applications are consistently targeted at the needs of the target group, process effectiveness and strategic added value for administration. You aim-orientedly control external service providers, consulting houses and development partners and ensure quality, time and budget-oriented performance. You are responsible for strategic resource and budget planning and ensure efficient use of resources as well as transparent control and reporting structures.

The tendering procedure shall be based on: officials of category 2.2 of grades A 15 and A 14 of grades A 15 and A 14 of category A, where such a suitability is provided in the appropriate assessment procedure; and comparable government employees and external applicants who have completed academic studies in the STEM field (mathematics, computer science, natural science, technology). Your profile You have several years of professional experience in controlling digital/IT-related organizational units or large transformation projects. You have very good knowledge of digitalization, process management/e-government, and modern IT architecture and can convert them into sustainable implementation and operating models. You are able to strategically evaluate AI architectures and ML systems and establish corresponding operational and governance models taking into account risk and quality aspects. You know relevant requirements for information security, data protection and IT standards (including regulatory requirements) and take these into account consistently in projects and scheduled operations. You have experience in scaling digital products from piloting to control, thinking in products and platforms and can implement corresponding organizational and control models. You have experience in budgetary responsibility and strategic resource allocation as well as in the management of external IT and advisory service providers. You work analytically, structured and decision-proof, manage resources and priorities in a sovereign way and achieve demonstrable effect. You communicate clearly and addressably, emerge diplomatically and combine enforcement with cooperative leadership and change competence. but no compelling prerequisites are desirable Experience in managing complex, organizational IT projects Experience with impact-oriented control models (e.g. OKR) and their organizational implementation Experience in the public sector or in the regulated environment Experience in working at interfaces to management level or policy-makers Experience in building or developing organisational units or innovation structures In addition to your professional know-how, you have very good German knowledge in word and writing.
