In the field of 10/42 ICT consulting, four specialized teams are currently working to promote the digitization of administration. The teams work as an interface between the departments and the different service providers: IT requirements management, IT projects I, IT projects II and KT consulting. As a new field management, you will lead these units, create structures for effective project management and ensure that digital services and ICT solutions are developed and implemented in a precise manner.

Your tasks:

As a field manager in the field of ICT consulting, you take over the professional and disciplinary leadership of a dedicated team with currently 33 employees. They guide, accompany and promote employees in four teams and provide a motivating and cooperative working atmosphere. Together, you are responsible for the operational implementation of the urban digital strategy, the consulting of the areas in ICT issues, as well as the inclusion, evaluation and prioritization of ICT requirements, with a view to the urban service catalogue and the ICT portfolio. The management and implementation of diverse ICT projects also include standardized solutions such as Microsoft products, AI-based processes, SAP and specific specialist applications for individual departments and online services in the urban service portal. The subject area is responsible for both individual and multi-project control. ICT consulting supports the introduction of new technologies and promotes the digitalisation of city management in close coordination with other areas. Another focus of the subject area is the conceptual development of urban communication technology, particularly for the development and standardization of telephony, call center solutions and conference technology. The conceptual planning of the urban network structure, including the LWL network and the connection of new properties, also falls within your responsibility. You will work closely with the subject area 10/41 (strategy, control and portfolio management), department management, office management and department 04 (personal, organisation, digitization and civil service). The joint vote ensures that digitalisation measures are implemented professionally sound, strategically and effectively throughout the administration. They represent the property in city-internal and external, partly political, bodies, coordinate cooperation with service providers, in particular the ITK-Rheinland and the Düsseldorf Digital Agency, and ensure the quality and control of the transferred services. In addition, you are a key player in technical and strategic ICT issues. Please note: In the course of organisational further development, the field of tasks can change in perspective.

Your profile:

• preferably a completed master's degree in the field of computer science, digital management, business or economics, business administration or comparable discipline or career skills for the category 2, 2. • Employees with bachelor's degree in the above-mentioned disciplines or comparable qualifications and one year of relevant professional experience, at least in the EC 11 TVöD pay group or comparable
• Officials of the above-mentioned career qualifications which have at least one post of the grade A 11 LBesO and which have been permanently transferred for one year to at least the grade A 12 LBesO
• Employees with bachelor's degree in the above-mentioned disciplines and four years of relevant professional experience, at least in the EC 9b TVöD remuneration group or comparable and access authorization to a suitable Master's degree programme
• Employers with the above-mentioned career qualifications of the category 2.1, who have completed at least one year of service according to § 10 LVO.

This group of persons must be prepared to complete a modular qualification or a master's degree as a prerequisite for the award of an office of the category 2.2 or for the grouping in EG 14. At the same time, the placement procedure is the admission procedure for professional development. Your profile beyond this qualification:Responding professional experience in the ICT environment, especially in project management. Ideally, you also have experience in the public sector, such as in request management, in the field of communication infrastructures and in cooperation with external service providers. In addition to your technical expertise with basic knowledge of IT security, you are convinced by strong leadership experience, a good sense of technical and organizational relationships, as well as the ability to moderate different interests in a targeted manner.
