Buyer Federal Construction in the ServiceCenter Specialist Purchasing (m/f/d)

You are responsible for carrying out tenders for framework contracts in the field of construction maintenance of the Federal Construction and other framework agreements. To prepare, check and control all tender documents (performance directories, contract terms, valuation matrices) As a central contact person, you will accompany our internal architects throughout the entire procurement process, from the first legal advice to contract design and implementation of the procurement procedures to the subsequent completion and commissioning You take over the statutory audit of the tender and award documents and ensure compliance with the purchasing and award principles of the BLB NRW and the federal government You are responsible for procurement under public procurement law (VgV/VOB), including EU-wide procurement procedures You contribute to the evaluation of the offer, process complaints, objections and audit procedures and pass on your expertise in appropriate training. You take over the complete and comprehensible documentation of all award steps, from the award notice to the award decision

You have successfully completed university studies (Diplom/ Bachelor/Master) of the Department of Economics, Law, Industrial Engineering, Real Estate Management or a comparable discipline. Further requirements: You will then bring at least two years of professional experience to your studies in a comparable position, preferably in purchasing Knowledge of procurement law (VOB/A, UVgO, GWB) is advantageous Ideally, you already have experience in handling e-supply systems as well as purchase-specific IT applications and interfaces (VMS, LUCOM, ECM, FUTURA) You are characterized by a high degree of organisational skills and accuracy and also keep an overview of complex procurement procedures. Thanks to your strong communication skills and diplomatic skills, you act confidently in exchange with internal and external speakers In addition, you bring an independent, structured and responsible way of working with You have certain knowledge of German that corresponds at least to the language level C1 (flowing in word and writing)

Depending on the personal and operational requirements, a fee for employees is from the E10 Group to the E12 TV‐L (approximately 50,000,00 € – approx. 80.300,00 € per year) with all agreed social services (e.g. occupational pensions).
