IT Procurement Clerk (m/w/d)

We are looking for you for the Office of Digitization, Organization and IT (DO.IT) of the Landeshauptstadt Stuttgart. The place shall be occupied without delay. The IT procurement field carries out all city-wide IT procurements – from workplace equipment, hardware and software to server infrastructure as well as IT and digitalization services – for all offices and private enterprises.

Own-sponsored execution of IT procurements, from framework contract retrievals to the creation and control of national and EU tenders, including free-handed awards and tender retrieval/check Your tasks include order, contract and framework contract management as part of procurement and advice on purchasing operations You create market analyses and cost-effectiveness calculations for IT solutions designing quality-oriented and economic procurement strategies; also with clarification regarding products to be written and optimization of the contract portfolio Coordination with internal areas (digitalization consulting, contract management, financial area and other municipal bodies) as well as suppliers on orders, deliveries, order confirmations etc. You contribute to the selection and development of suppliers as well as to the support of existing suppliers, implementation and guarantee of supplier qualification, design and introduction of a central supplier management A change or addition of the task area is reserved.

A completed study (Bachelor) in the field of Public Management or a degree as a graduate administrator or a completed study (Bachelor) in the field of economics, BWL, VWL or a comparable study with a multiannual professional experience in the written field of activity It is also possible to apply to middle management services (min. A 10 mD), which provide the willingness and conditions to successfully complete the course of the ascent or to officials already in the course of the uplifting non-technical administration service. Experience in the further development of quality-oriented and economic procurement strategies as well as their implementation and experience in supplier management Very good oral and written expressiveness in German (C1) Professional experience and knowledge in public administration procurement (offering and tender procedures of public administration, including performance description and EVB-IT contracts) are advantageous Knowledge of goods management systems, IT affinity, and especially SAP knowledge are advantageous
