Independent process control including preparation, structuring, control and monitoring of national and European procurement procedures Compilation of award and award documents (including performance descriptions, suitability and award criteria) as well as the legally secure and audit-proof documentation ( procurement requirements, award notices) Publication of processes on e-disclosure platforms incl. Quality assurance, control of the entire bidding communication and management of bidding questions Formal and substantive examination of requests for participation and offers, performance of the assessment of suitability and price, and coordination of the technical evaluation Organisation, moderation and documentation of bidding, reconnaissance and negotiation talks in coordination with the management Monitoring of all procedural deadlines and interface coordination between internal departments, project controllers and external consultants Preparation of award decisions and awards in compliance with the information and waiting periods (e.g. § 134 GWB) as well as support for complaints and audit procedures Participation in lot building, the overarching procurement planning for large projects and the optimization of internal procurement standards Ensuring equal treatment and transparency for all applicants and tenderers Examination and documentation of the adequacy and utilisation of prices and the implementation of information

Complete university studies Multiannual experience in procurement law, in particular in the application of VgV, VOB/A & VOB/A-EU, UVgO, HOAI and GWB as well as the parts VOB/B and VOB/C Proofable expertise in the award of planning and engineering services (special planner, general planner), project management, construction and services, ideally incl. Planning competitions in the context of contracting authorities Safe handling of common e-disclosure platforms as well as procurement management and documentation systems Sovereign appearance and pronounced moderation, negotiation and conflict resolution competence High organisational and coordination capability coupled with a pronounced time and quality awareness Excellent written expressability for precise and audit-proof documentation Ability to prepare complex legal issues for project management and decision-making bodies Excellent knowledge of German in word and writing Willingness to take over further tasks as part of the representation of the client
