The subject area GP2 “Digitalization and Quality Assurance in Public Health Service (ÖGD)” is looking for a first time in Bad Kissingen Senior IT Service Manager (m/w/d) Reference number 2592 As an expert (m/w/d) in the field of digital health management and digital specialist applications in the Public Health Service (ÖGD), you want to contribute to the modernisation of the ÖGD? The contribution to an evidence-based OGD, the introduction of efficient administrative structures and the digital data transmission for the prevention of pandemic and the support of health protection are our key pillars. The subject area is currently planning the introduction of new IT applications to the Bavarian health authorities and will actively contribute to the area by means of technical and IT support.

The main areas of activity are IT service management and IT architecture technical design. This includes: Close cooperation with the field management, the senior IT management and the project management office (PMO) to implement the IT strategy and IT architecture of the ÖGD funding pact projects (e.g. citizen portal, manual, etc.) and the further digitization strategy of the LGL the development of the IT service organization and the further development of the technical operating concept in consultation with the senior IT management; Perspective: Conduct and control of internal and external service teams Technical advice and support in the definition of IT service and IT business contracts and/or technical advice in the selection of new IT systems, e.g. Kubernetes building, ticket systems etc. Creating, monitoring and controlling the service quality of service-level agreements (SLAs), which define recurring services between provider and client Ensuring the continuous and smooth IT operation of ÖGD applications and/or applications and implementation of best practices as well as continuous improvement of processes within the IT project management Monitoring technical progress and reporting to management and project participants as well as participation in PMOs as required Creation, implementation and optimization of IT service processes based on ITIL control and close cooperation with internal and external stakeholders to ensure compliance with legal requirements and IT standards In order to ensure the feasibility of digital applications: responsibility and management of the training management and organization of software documentation with the help of IT specialists and Product Owner Coordination of risk management and proactive problem solving throughout the entire project cycle Occasionally on-site operations with the specialist authorities, also together with the IT teams, complete everyday life

Professional requirements You have a successfully completed study of computer science, business informatics, administrative informatics or a comparable subject (Master / Diploma [Univ.]) You already have several years of professional experience as IT service manager (m/w/d), ideally in the public sector and/or in the healthcare sector Advantages Pre-experience in the ÖGD or as a consultant (m/w/d) in the healthcare sector or in projects of digital transformation Knowledge in handling ITSM tools and ticket systems Experience with IT architectures, IT service processes according to ITIL and in conceptual activities as well as the creation of service-level agreements Experience in dealing with data protection and IT security policies Representative team leadership and organisational competence Excellent communication skills and the ability to understand complex facts Strong analytical skills and competence to look through and communicate complex relationships Knowledge of agile methods and frameworks, e.g. in Agile Project Management Experience with different IT architectures, IT infrastructures and operating systems Strong analytical skills and experience in handling data for decision-making Experience with presentations and reporting Experience in working with cross-functional teams and different areas Comprehensive German knowledge (at least language level B2 to GER)
