Head of CDO X Excellence Enablement (m/f/d)

As a primary digitization partner of the Bundeswehr, we provide stable, safe and efficient IT services in Germany and abroad, from basic operations to the field close to the application and thus contribute to the continuous increase in the leadership and operational capacity of the Bundeswehr. With over 7,700 colleagues, we operate and modernise one of the largest and most complex IT infrastructures in Germany. We are looking for responsible IT specialists who are convinced that the Bundeswehr-IT will further develop in challenging digitalization projects and thus contribute to Germany's security. Together with us, we are concerned about the future digital capability of the Bundeswehr. Head of CDO X Excellence Enablement now and in full time at one of our BWI locations. The Operational Excellence (CDO X) section directly supports the BWI's Chief Digital Officer and its management group. The main objective is to improve effectiveness and efficiency throughout the management and to create a 'Striving for Excellence' culture. In order to achieve this, cross-section improvement potentials are identified, topics are bundled and advanced. The focus is on the derivation of strategic fields of action and the active design and implementation of strategic initiatives.

Head of Excellence Enablement (XE) reports to CDO X and is responsible for the strategic and operational implementation of central excellence, control and transformation levers in the CDO division, including target implementation, project and governance excellence, enablement of executives and teams as well as sustainable anchoring of continuous implant and organisational development approaches.

Organisational implementation, further development and anchoring of excellence topics in the CDO (project management, goal implementation, continuous improvement)

Content and methodical design of strategic target images, operational implementation incl. Cascading, Operationalization and Transparent Control

Advice and active support of the CDO leadership as well as leadership levels E1/E2 in change, transformation and governance situations

disciplinary leadership, further development and empowerment of a highly qualified team; CDO-wide enablement (training, coaching, train-the-trainer)

Responsibility Project Management Governance (Quality Gates, PQG-Gremien); tracking of requirements; Support for critical and complex projects

Maintenance of Continual Improvement, Lean and Organisational Development Approaches along the CDO-Value-Chain; close cooperation with Excellence Platforms, Central Areas and within the QBR

Economic studies with additional qualification (Promotion / MBA desirable) Min. 10 years of professional experience in strategic consulting, transformation or comparable top management-related roles, including over 5 years of project, program or outcome responsibility Min. 3 years of public sector experience or consulting public IT service providers or regulated organisations with high governance complexity Multiannual leadership experience (≥ 5 years) in line or transformation functions in the IT, digital or technology-driven environment Detectional expertise in strategy development, operationalization and implementation including Target and action cascade in large organizational units Very pronounced communication and consulting competence at top management level; Moderation of complex decision and governance formats High method security in classic and agile approach models (project management, Scrum, Lean, Continual Improvement) detected via appropriate (PM) certification Experience in challenging transformation and change situations
