As an institution of public law, we are a central service provider for the city of Flensburg. With over 530 employees in over 20 departments, we provide a clean cityscape. For our staffing department with currently four staff representatives, a team assistant and an apprentice we are looking for a department manager at the next possible date. The The body must be filled in full time. The payment is made according to TVöD VKA. The body is indefinite and can be occupied both full-time (39 hours) and part-time. We also offer the possibility of hybrid work. The grouping takes place after TVöD.

Management, organisation and further development of the HR department Own-responsible staff support of an associated area of the TBZ Implementation of expertise in all personal affairs Organisation and management of service, personnel and development talks Introduction and support of labour and disciplinary measures to participation in labour court proceedings Co-operation in the creation and implementation of service agreements, orders, service instructions as well as tariff and statutory internal business regulations Confidential cooperation with the Head of Service, the Staff Council, the Representation of Disabled Persons and the Equal Opportunities Officer First contact person in labour law issues – from exhortation and dismissal to terminations Participation in projects such as employee surveys, health management and personnel development Responsibility for the BEM procedure (operational integration management) including the discussion with all stakeholders Participation in the selection and introduction of a new personal software

Completed (specialized) higher education course of business administration with a focus on staff or a comparable qualification (e.g. legal studies) Multiannual professional experience in human resources, ideally in public service Proven leadership experience in a comparable function Finded knowledge of labour law and ideally in public service collective law (TVöD-VKA) Embossed communicative competence at eye level, combined with empathy and diplomatic skills Safe and binding occurrence, high self-initiative and sense of responsibility Structured, solution-oriented way of working and enjoying work in the team Experiences in handling personnel management systems, especially Sage HR or d.Personal, are advantageous Safe handling of MS Office applications is required
