About the project Two separate new buildings are to be built on Haroldstraße 5, an office building for NRW.BANK and an administrative center for the state government of North Rhine-Westphalia. The construction pit is currently being prepared for the new building plans and the underground demolition of the existing building is also being carried out in this course. For the planned new buildings, there was a joint urban development competition in 2020, and in 2021 there were two parallel high-level realisation competitions. On the basis of the results of the competition, the Landeshauptstadt Düsseldorf carried out a procedure to amend the building planning law. In May 2025, the building plan no. 03/034 ''Südlich Haroldstraße'' in the Official Journal of Düsseldorf provided the foundations for the realization of the two projects. The building permit was then granted by the Landeshauptstadt Düsseldorf. The H5 administrative centre stands for modern, climate-friendly and citizen-friendly public administration. Almost 2,000 national workers from several ministries and secondary authorities are expected to be able to work there thanks to flexibly planned areas. A Europe-wide invitation to tender with competition and negotiation procedures for the construction, operation and release of an administrative centre for the state government of North Rhine-Westphalia (project H5) is currently underway in the context of a public-private partnership (PP). On behalf of the BLB NRW, the FM NRW carries out the PPP process and takes over the project management and control of the planning and construction phase.

You work in a project team and take over the expertise for your specialist department You represent the builders in various working groups of the project. For the necessary votes, you will be responsible for preparing meetings and taking the correspondence with those involved in the planning process. You take over quality assurance in planning & construction: ongoing testing control of execution planning and construction design, in particular with regard to the requirements of the client and the user

You create lists of services, carry out awards and work with externally contracted engineers, executives and consultants in the control, quality and performance testing of externally contracted engineers. You control the processes in your responsibility, in particular to realize the project objectives with regard to costs, dates and qualities You support cost and claim management You shall examine and evaluate contributions and prepare appropriate draft decisions for the internal bodies. You help to answer public and political questions about the project

You have successfully completed their studies (Bachelor/ Diploma/Master), preferably in the field of architecture, civil engineering, electrical engineering, technical building equipment or in a comparable technical engineering science. Further requirements: You have a multiannual professional experience in the performance phases 5 – 8 according to HOAI and ideally in the implementation of large projects You provide knowledge of the application of relevant relevant legal provisions (e.g. HOAI, VOB, etc.) You are routined in handling standard IT systems (e.g. Microsoft Office) and open to the BLB-specific application of SAP as well as relevant project control / planning software Its distinct competence in controlling the cooperation of various participants is just as important as your target orientation and motivation You have the willingness and ability to guide a Service-Kfz You provide reliable knowledge of German that corresponds at least to the language level C1 (flowing in word and writing).

Their site of operation is initially located in the Ministry of Finance of the State of NRW in the context of the construction project and is dealt with over a period of four years. After completion of the project, your site is the Düsseldorf branch of the construction and real estate company NRW.

Depending on the personal and operational requirements, a fee is payable from the E11 Group to the E13 TV‐L (approximately €51,460.00 – approx. € 84.300,00 per year) with all agreed social benefits (e.g. occupational pensions). It is possible to carry out the same status of the applicants up to an A 12 LBesO A grade office.
