Buyer (m/w/d) IT Services

Our customer operates at its location in Cologne in the research areas aviation, space, transport, energy, digitalization and security. The backbone of research and development are large-scale testing plants such as wind tunnels, engine and material test stands and a high-flow density solar furnace. As part of the transfer of employees, our customer seeks a standing person for the purchase of IT services.

Planning and implementation of procurement projects in project and strategic IT purchase.

Responsible implementation of large procurement projects with a large number of contractors in Europe, the USA and the Far East and a multi-digit million-high liability according to national and EU regulations.

Developing specific concepts with regard to demand management, supplier management and sustainability aspects (processes, logistics concepts, life cycle concepts, ...)

Identify relevant purchasing levers (all parameters that influence purchasing to make purchasing more economical, e.g. price, quality, logistics).

Analyze potential suppliers in terms of performance, credit, market position, references, previous business relationships and implementation of supplier reviews

deepening of technical knowledge within the purchase by close contact with demand providers in the demand specification and by exchanging information even outside a need

The following tasks shall be carried out in the course of the tendering procedures:

1. search for comparable products, cost estimate before the production of the award documents and before the determination of the award, selection of tender type, cost estimate before selection of tender type
2. Creating the award document with a view to adapting the wishes of the demand providers
3. Acquisition or award selection of companies
4. Registration, opening and logging
5. Prepare or support when creating an evaluation matrix
6. Evaluation of the offers in cooperation with the specialist department, this includes the advice, for example, for the suitability check of the provider (i.e. no mere adoption of the evaluation of the specialist department)
7. Creating complex award foundations taking into account the legal requirements. In particular, the provisions of the BHO relating to the assessment of the suitability of the economic criteria must be taken into account, where appropriate, also by means of the evaluation of the department.

• completed university studies (FH/Bachelor) of the Department of Business Administration, Administration, Economic Law or Industrial Engineering or other courses relevant to the activity; as an alternative equivalent professional knowledge and detectable relevant professional experience. • Long-standing professional experience in purchasing in particular in strategic purchasing • Comprehensive knowledge of IT and large-scale projects • Embossed technical understanding • Comprehensive knowledge of national procurement law (UVgO, VgV), EUlegal rights and all relevant laws and directives • Knowledge of customer procurement policies • Negotiating skills and experience • Detectional knowledge in handling specialist systems such as SAP, MS Office etc. • Very good, reliable English skills
