The Department of Human Resources at the Karlsruhe University of Applied Sciences sees itself as a strategic partner of the university management and as a modern service provider for all employees. It creates the human framework for teaching, research and administration and develops sustainable solutions for a changing working environment. In your function as a manager, you take over the overall responsibility for the HR department and lead a dedicated team. You work closely with the university management, introduce strategic impulses and develop the staff work of the university consistently. In doing so, you combine legal expertise with a modern leadership understanding and a high degree of design power. You run the personnel department with 17 employees professionally and disciplinaryly and develop your team in a targeted manner. You develop and implement a high-level human resources strategy in the fields of human resources, human resources development and employer branding and actively promote the further development of modern, future-oriented personnel work. In doing so, the university management advises you independently in matters relating to beams, tariffs and labour law and draw up proposals for decisions. You deal with complex processes of civil servants and labour law and collective bargaining and clarify matters of principle. In addition, you are responsible for job placement procedures for all pay and salary groups and coordinate appeal procedures for the occupation of professorships. You form trusted cooperation with the Staff Council, the Equal Opportunity Officer, the Representation of Disabled Persons and the Representation of Youth and Trainees. You are responsible for personal controlling, job planning, and create personal reports. You drive the digitalization of the personal processes and lead corresponding projects.

Completed academic studies (master or equivalent degree), preferably in law, public administration / public management, business administration with a focus on human resources management or a comparable degree course, or equivalent experience – a full-time study is welcome, but no compelling prerequisite. Multiannual professional and management experience in the public service – either through proven leadership responsibility in an administrative unit of the public service or through relevant activities in a personnel department of an authority, college or comparable public institution in Baden-Württemberg. Both are welcome; Management quality and administrative understanding are crucial. Knowledge of tariff, labour and civil servant law. Proven leadership experience as well as pronounced communication and consulting competence at all hierarchy levels. Strategic thinking, willingness to design and high self-initiative. Knowledge of university law BW (LHG BW) and experience with HR IT systems of advantage. discretion and trustworthiness in handling sensitive personal data.
