Bid and tender manager (m/f/d)

Bid Management & Announcement Analysis: Control of the entire supply process including appointment and resource planning; Examination of award documents and contract conditions (VSVgV, VgV, GWB) for fulfillment and risks, as well as preparation of the Bid/No-Bid decision. Price calculation & price law: creation of quote calculations based on market or self-cost according to VO PR No. 30/53 and LSP, incl. surcharge calculation, calculatory costs as well as risk and profit. Price Examination: Preparing and Accompanying Price Examinations (BAAINBw), audit-proof proofing and pre- and post-calculation. Consolidation of offers: Combination of technical, logistical and commercial shares into a complete and formal offer – including evaluation of subcontractor and consortial shares. Subsequents & Negotiations: Calculation of changes and supplements as well as preparation and accompaniment of reconnaissance, award and price negotiations. Knowledge Management & Process Responsibility: Maintenance of Calculatory Models and Lessons-Learned Documentation; Further development of a scalable supply process. Responsibility & Compliance: Ensuring compliance with deadlines, margins and price law of any offer and compliance with confidentiality and export control requirements.

Funded knowledge of public pricing and award law (VO PR No. 30/53, LSP, VSVgV, VgV) and experience in the creation of audit-proof calculations. confidentiality with the procurement processes of the Bundeswehr (CPM, BAAINBw); a previous activity in the BAAINBw or BMVg is expressly welcome. Secure handling of cost and performance accounting, ERP systems (e.g. SAP) and advanced Excel knowledge. ability to translate technical facts into loadable cost structures; structured, timely and reliable working methods. Valid safety check (Ü2) or Willingness to take this. Education & experience: studies (economics, engineering, law, etc.) or comparable qualification; 5+ years of experience in offering management/calculation in the environment of contracting entities. Language knowledge: German (C1/C2), English (flowing).
