We, the strategy unit, understand ourselves as the HPA think tank. As a central interface between management, HPA departments, subsidiaries and external stakeholders, we are shaping the strategic further development of the HPA and the Port of Hamburg. In addition, we develop cross-sector strategies and future images on key topics such as port development, inland navigation, resilience & security as well as climate and environmental protection.

You develop the HPA's comprehensive corporate resilience & security strategy and launch a strategic roadmap for its implementation. Make sure that the strategy is in line with the existing KRITIS, cyber and crisis management structures. Your responsibility includes monitoring and regular evaluation of progress and achievement of goals. You analyze and evaluate geopolitical developments, changes in supply chains and markets, regulatory requirements and the expectations and requirements of relevant stakeholders from administration, security authorities, military, business and customers. You are launching strategic action options and measures for the HPA and the Port of Hamburg. In your role, you will participate in the development and development of a cross-departmental governance structure for the Resilience & Security field. In addition, you will set up decision templates, strategy and position papers, as well as statements for management and top management, and moderate workshops to discuss and develop strategic issues.

You bring a scientific study (Master/Uni Diploma) with a focus on security and defence policy, strategic management, international relations, political science, or a comparable study direction. Your profile is complemented by multi-year professional experience in strategy development, ideally in the security, crisis or infrastructure environment. In addition, you have well-founded professional experience in analyzing threat scenarios, geopolitical developments and resilience factors. Experience in the security policy environment of the Bundeswehr as well as in institutions or organisations close to the German Army is advantageous. You have good knowledge of military logistics, deployment management and resource management. You are characterized by strong strategic thinking skills and understand that complex facts are translated into clear decision-making options for different target groups to top management. A high level of communication, strong consulting skills and a sovereign appearance towards executives and relevant stakeholders complete your profile.

Your compensation & additional offers: Remuneration takes place according to pay group 13 TV-AVH (63.000,00 € - 89.000,00 €).
