IT Contract and Procurement Manager

The ''Controlling and Procurement'' unit provides services for both IT and the entire HPA. It supports IT management by collecting, providing and evaluating all relevant information and key figures for managing HPA IT. It is responsible for IT economic planning and the calculation of its costs to HPA's savings and license management.

In your role, you are the professional management of central IT procurement projects, including supplier management and central contract management in IT. In close cooperation with the purchase, you develop standardised approaches for IT procurement and agree on national and pan-European tenders. You conduct contract negotiations, check offers professionally and participate in the design of complex EVB IT contracts. You act as a central partner and project manager*in for complex procurement projects. In addition, you coordinate external service providers that support you in specific awards and are responsible for follow-up management through early introduction of appropriate measures. Risks and legal changes You evaluate yourself, develop contract standards and ensure the implementation of legal requirements such as the Hamburg Transparency Act.

You have a completed academic degree (Master/University) in public administration, business administration or computer science. Finding knowledge in the procurement law (VOL), in EVB-IT contracts as well as a secure understanding of the legal data protection regulations are also brought along. With a very high level of sense of responsibility, you always treat yourself reliably and confidently even under demanding conditions. Also at high work you work structured and committed, independent and conscientious. Complex questions You quickly analyze, think strategically as well as conceptually and conduct well-founded solutions. You prepare facts to be addressed and communicate clearly, understandably and convincingly, in writing and oral. Through your negotiation skills, your team and service orientation as well as your strong implementation strength, you achieve sustainable results.
