We are looking at the Department of Social Affairs on 01.04.2026 an specialist plannerin fields of action Work, Living and Spatial Offers (m/w/d) The Department of Social Affairs (SO) organizes the services of youth and social assistance in the university city of Ulm as part of a decentralized social space concept. The Central Administration of the Department of Social Affairs (SO/ZV) is a service provider for the social spaces and ensures a uniform and targeted management of the department. The technical planning provides an overview of the existing offer, notes where there is further need and ensures that necessary new offers, technical concepts or quality development structures are brought on the way. The city of Ulm works according to the concept of social space orientation. In close cooperation with the Jobcenter Ulm, the free institutions and the social spaces, the specialist planning for the areas of work, housing and space-related offers develops tailor-made offers against the background of the situation of citizens. The areas of responsibility include strategic planning and control in the specific areas of work (SGB II) and housing, in particular housing emergency aid and space related offers. Payment is made up to pay group 11 TVöD or Group S17 TVöD-SuE.

Your tasks: strategic working up of labour market policy issues that are relevant to the local orientation of employment promotion and to the responsibility of the job centre Ulm Development of municipal measures to promote employment in cooperation with the Clearing Agency Employment Promotion Observation of socio-political and technical developments in the fields of housing and emergency aid and their feeding into urban structures incl. Examination of requirements conceptual development of housing emergency aid and the creation of basic principles for action-oriented decisions strategic target, demand and offer planning in the area of housing emergency and housing aid and evaluation of this Planning of space-related offers based on requirements in the respective quarters Changes due to organisational measures are reserved.

Your profile: a completed study of social science (Diplom/Bachelor) or an equivalent university degree the ability to develop complex facts and to compile them in a comprehensible manner and to prepare them safe handling of data, facts, key figures and methods of empirical social research to analyze complex situations a working-field and multi-target thinking and action to shape a holistic integrated planning process a safe occurrence and the ability to present work results, concepts, figures and statistics in a comprehensible and clear manner the openness to the further development of housing emergency aid, space-related services, employment areas in Ulm with new ideas
