Unit 61A is responsible for the legal requirements for the processing of asylum procedures by the Federal Office for Migration and Refugees (BAMF) and is therefore directly responsible for one of the core tasks of the Office. National laws, asyl-legal Union law and current case law are examined, assessed and implemented in administrative instructions which regulate the practical implementation of the asylum procedure. The basic work of the unit therefore sets the course for the work of numerous employees in the field of asylum.

Reliable information on various aspects of the countries of origin of asylum seekers is an important basis for legal and efficient asylum procedures. In this context, Unit 61B presents countries of origin (HKL) guidelines and works in the context of international cooperation, inter alia, in the preparation of European guidelines. In addition, the unit answers internal and external questions on countries of origin with legal reference at national and international level.

Your tasks

They are responsible for the development and updating of internal service instructions and procedures for BAMF employees in the operational field. To this end, you evaluate national and Union legal bases as well as judicial decisions on asylum procedures and implement these findings in practice

You are also a contact person for internal and external questions on asylum procedures. They write submissions, opinions and appointments for executives or the management or Reports to the specialist supervision in the Federal Ministry of the Interior and for home (BMI) on asyl-law issues. In addition, you will answer in-depth internal and external requests

You are also responsible for preparing, implementing and participating in national and international events on asylum law (e.g. European Union Agency for Asylum, European Migration Network, Inter-Governmental Consultations on Migration, General Directors’ of Immigration Services Conference)

They examine and develop HKL guidelines with regard to legal compliance and coordinate these across departments (for example, with the units of country analysis, the operational asylum area and the process areas). For this purpose, you assess, among other things, the facts in countries of origin legally and formulate the resulting decision-making practice

In addition, you take over the legal quality assurance or Optimization of the HKL text modules for the asylum procedure with regard to legal compliance and uniformity or Compatibility with the relevant guidelines

Finally, you are also a contact person for internal and external national and international requests to countries of origin with legal reference and create internal and external reports with technical reference

Your profile

We are looking for applicants with a completed (specialized) university degree at at at least Bachelor level in the fields of administration or law, optionally in the fields of economics or political sciences. Alternatively, you have an equivalent degree of a recognised professional academy of the above mentioned disciplines**

You can apply if you complete your studies within three months of the end of the application period. The final certificate shall be submitted upon notification

For the international tasks, you will bring proven English knowledge at least at level B2 of the European Framework of Reference. You can ideally prove your English skills with a certificate according to the European Reference Framework

Ideally, you have theoretical knowledge of the relevant legislation (especially asylum and aliens law, administrative procedural law, administrative court order, European refugee law, European Convention on Human Rights, Geneva Convention, Dublin III Regulation, Basic Law, EU Qualifications Directive and the EU Procedures Directive and Qualifications Directive)

Importantly necessary for the activity are on-going about one- to two-day service trips per quarter in the federal territory and in European countries within the framework of international cooperation

Your profile is rounded off by your willingness to work in new areas of responsibility, your ability to work both in the team and independently structured and carefully, and your representative and responsible appearance
