Software Project Manager IT Tenders, Procurement and Partner Management (m/f/d)

You plan and accompany IT tendering and award procedures, together with the departments create performance descriptions, coordinate the offer assessment and ensure a performance compliant with the contract law You build a powerful partner ecosystem, manage cooperation with manufacturers, service providers and integration partners and promote long-term, successful cooperation You take over the management and control of IT and modernization projects within department 5 – from initiation to successful completion – and ensure that quality, time and budget are maintained You plan and structure projects, define work packages and milestones, coordinate participating teams and ensure transparent communication across all project phases You analyze customer requirements, evaluate technical and organizational dependencies and develop sustainable implementation concepts together with architecture, development and operation You moderate project meetings, decision-making bodies and workshops, resolve conflicts between stakeholders and ensure solution-oriented cooperation between all stakeholders You observe the progress of ongoing projects, evaluate risks and opportunities, create status reports and initiate measures to ensure project objectives and economic success You promote knowledge transfer, document project results and actively contribute to the development of project management standards and best practices within BITBW

You have a completed university degree in computer science, business informatics, administrative informatics or a comparable field of expertise – alternatively several years of relevant professional experience in IT project management You can also apply if you have equivalent skills and experience due to your vocational training (e.g. as a computer scientist) or due to your professional qualifications and perennial activities. Knowledge in public procurement and experience in the environment of IT tenders and procurement procedures are advantageous You have experience in cooperation with external service providers, technology partners or manufacturers and understand how to coordinate different interests in a targeted manner You have profound knowledge in classical and agile project management (e.g. PMI, PRINCE2, Scrum) and have experience in managing complex IT projects with multiple stakeholders You bring a good technical understanding of software development, IT infrastructures and operating processes and can safely combine technical and organizational topics You have strong communication, moderation and conflict resolution capabilities and understand how to mediate between disciplines, technology, procurement and external partners You work structured, result-oriented and keep an overview of dependencies, resources and priorities in parallel projects. You ideally have a project management certification (e.g. PMI, PRINCE2 or IPMA). Experiences in the public sector, in regulated environments or in procurement are beneficial
