The Human Resources and Organization Office has taken over the role of the central IT control for the city administration of Münster. In close coordination with the urban IT service provider citeq, this control function – including resource planning – is continuously developed and controlled by the department management “organisational development”. The current financial framework of the city of Münster is an additional challenge for both areas of responsibility. The approximately 40 employees of the department work in a dynamic environment characterized by continuous professional and structural further development. They design administrative modernisation, implement derived measures and take over the initiation and coordination of projects for the strategic and operational development of the city administration. The new role of IT control for the city of Münster continues to evolve leadingly and anchor its importance sustainably in the staff and organization office. Together with the urban IT service provider citeq, you are shaping the administrative digitization and process management significantly and driving their implementation actively in the context of the urban IT strategy. Your department is responsible for job management for the entire city administration and advises managers on issues of organization management and process optimization. They represent the department in administrative contexts and in political bodies.

They have a completed academic degree (Master/Uni-Diplom) in the fields of business management, human resources management or organization management, public management or a comparable discipline. Alternatively, you have the capacity for the career of the general administrative service of category 2, 2. You can demonstrate leadership experience in an organizational unit with central responsibility and have several years of professional experience with personal, organizational and/or IT management references. Your competences: With your leadership, you will be able to develop executives and employees into a team that operates in a uniform manner and to control the area by modern leadership methods. Salary: We offer a transparent tariff payment according to E 15 TVöD. Depending on the professional experience, this means 5.863,92€ - 7.748,20€ gross. In addition, there is an annual special payment of 51.78 % and a performance-oriented payment (LoB). The body is also assessed in accordance with the A15 Landesbesoldungsgesetz NRW (LBesG NRW).
