Head of Planning – Cottbus Branch Office (m/f/d)

Total responsibility (handling and earnings responsibility) for the business area Planning of the branch, including the establishment and monitoring of budget and resources in accordance with the principles of economy and sustainability. laying down the principles and coordination of complex projects of road planning/design, control of third-party technical planning, updating the general planning data and laying down procedures and control of planning and plan approval procedures. Technical and disciplinary management, control and organisation of the associated department, including future-oriented personnel development (including performance recognition), knowledge transfer and the establishment of sustainable knowledge management. Legal approval and control of demanding contracts and their settlements with construction companies, engineering offices and third parties, as well as coordination of the issues of immission protection and security audits. Initiation, optimization and determination of internal processes, structures and interfaces, as well as continuous definition, verification and corrective readjustment of the target achievement in alignment with the center. Project and construction measures agreement with public authorities, cooperation with the fields of construction, maintenance and operation, and strategic report reimbursement to the external branch, branch and headquarters.

Completioned university studies (Master/ Diploma Univ.) in the field of civil engineering (ideally with a focus on road, infrastructure planning or transport) or equivalent knowledge. Detectable experience in the disciplinary leadership of at least 5 employees based on a cooperative, motivating and modern leadership style. Comprehensive expertise in road, administrative, environmental and immission protection law (in particular FStrG, VwVfG, BNatSchG, UVPG, BImSchG). Procurement law (VgV, VOB/A and B), Honorary Law (HOAI) and Budget Law (BHO). Strategic, economic and holistic thinking and action combined with a secure, binding occurrence, pronounced social competence and enforcement capability. Flexibility and readiness to travel within the field of external offices and possession of Class B licences and the willingness to carry out a service vehicle.

That would be desirable: A number of years of professional experience in public road construction or comparable infrastructure. Experience in the successful participation and management of specialised bodies, coordination rounds and steering circles in the field of road construction at federal or regional level.
