Team Leader Procurement and Contract Management (m/f/d)

Full time/ part time (40 h/week) | from now on

You take over the disciplinary and professional leadership of the procurement and contract management team, promote a valuable team culture and shape a trusted cooperation with the department management. You design, control and accompany national and pan-European procurement procedures with your team, ensuring that You are designed and implemented legally. You also use existing design and decision-making spaces from strategic points of view. You shape public-public forms of cooperation and deal with legal issues and start to draft opinions on procurement, contract and IT law, budgetary, state and tax law. You design, test, and negotiate complex contracts and are familiar with the EVB IT types. You support the introduction and further development of a Legal Project Management to control enquiries and needs in a structured manner. You use appropriate tools from process and project management as well as AI-based solutions to continuously develop cooperation and processes. Together with your team, you develop the procurement and contract management in the FITKO and support the connection to existing and future control tools of the FITKO. FITKO is a joint implementation unit of the IT Planning Council. Therefore, if necessary – according to the decisions of the IT Planning Council and its strategic priorities – you will also carry out cross-disciplinary tasks.

You have a successfully completed academic degree in law with 2nd state exams or a Master of Laws (LL.M.) in information technology and law or in a comparable degree program. You can demonstrate a multiannual professional experience in the field of public procurement and in the field of contract law in accordance with the requirements described above. You have already managed a small team or have assumed responsibility for people and results in a comparable way. You work in a structured, independent and solution-oriented manner and also keep an overview in challenging coordination processes with different stakeholders. You are experienced in developing processes, structures and working methods strategically and aligning both legally and service-oriented. You connect technical and legal questions and can communicate legal matters in a comprehensible and addressable manner to people without legal background. You communicate clearly and convincingly and have very good German skills in word and writing (level C2).
