Perception of the central allocation management for the construction and facility management of the university (incl. close delivery and services) accompaniment of the construction and infrastructure measures from strategic procurement planning to award decision Ensuring legal, economic, sustainable and auditable procurement processes taking into account procurement, budgetary and regulatory requirements Advising the organisational units of the University of Applied Sciences in construction, renovation, infrastructure and facility management measures Further development, standardization and digitization of internal procurement processes Participation in the further development of legal compliance structures to ensure uniform, transparent and audit-proof procedural standards Consultation, information and training of the participating organisational units on procurement requirements, internal standards and procedures

Completed academic studies (master or equivalent), preferably in the fields of law, economic law, civil engineering, public management, administration multiannual relevant professional experience in the implementation of procurement procedures and in construction or infrastructure projects, ideally experience with EU-wide procurement procedures Experience in public administration or comparable organisations is desirable sound knowledge in public procurement law, in particular VOB/A, VgV, UVgO and GWB; Knowledge of HOAI as well as the right of household and grant are desirable Experience in handling electronic procurement platforms Ability to present complex facts and decisions orally, as in writing, clearly, concisely and addressably strong communication and cooperation capability as well as a binding, solution-oriented occurrence in dealing with internal and external stakeholders
