Beneficiary group: B 2 Federal Staff Regulations/ Exemption Location: Bonn The department consists of two units with a total of eleven units. The N.I group of Units controls key issues of the protection of the population: from the coordination of civil defence and civil military cooperation (ZMZ), national risk and crisis management, the protection of the population in climate change and the implementation planning and coordination of the National Resilience Strategy, to the promotion of the Volunteer Office and the establishment and coordination of comprehensive strategic crisis management exercises. In the N.II unit, all tasks relating to the physical-planner protection of infrastructures, in particular critical infrastructures (KRITIS), are set up. In addition to the development of risk analyses and modern protection concepts for the individual KRITIS sectors as well as the advice of companies of critical infrastructures, the department implements all the tasks arising from the “Act for implementing the CE Directive and strengthening the resilience of critical plants (KRITIS Law).

Lead – You run and run the department with currently 122 employees organizational, human and professional. With your management team, you are responsible for planning tasks, ensuring the quality of department results and ensuring effective and efficient use of resources. Initiating and developing – you initiate and coordinate the efficient development of civil defence, including the protection of critical infrastructures and national state risk and crisis management, after consultation with the authorities. Support and advice – you advise the management of the BBK in all the key topics of the department and support the BMI as well as other federal government departments in the development and implementation of a modern crisis management. Co-operating and networking – You work closely, trustingly and networkingly with the management of the BBK, the BMI specialist supervision and other administrative and non-governmental partners and establish a successful cooperation culture through active communication.

Competence to the judge's office or a completed academic degree in political, administrative or operational sciences (master, master or equivalent degree). At least one office of grade A 15 BBesO (if you are employed in the public service) or a comparable tariff classification. If you are currently active in the free economy, you are in a comparable employment relationship. Multiannual experience in the disciplinary leadership of executives and in addition to – ideally larger – organisational units in an authority/organisation with security tasks (BOS) or in companies of the critical infrastructure. Knowledge of state risk and crisis management. The scope of use that you have demonstrated by a main occupation with at least two different authorities or private-sector employers. A leadership style that is characterized by respectful handling, social competence, value-adding motivation and promotion of your employees. The ability and willingness to develop the department efficiently with modern management methods, taking into account the overall political, in particular security and social developments. A pronounced moderation and negotiation skill. The willingness and ability to continuously safely cope with a working situation characterized by large work accidents, changing work content and time pressure or other difficulties. A gender and diversity competence that you continually underpin your actions. The unrestricted willingness to travel for several days and to serve outside the usual working hours. A very good expressiveness in German (word and font comparable to C2 according to GER) and very good English skills (C1 according to GER). Since our tasks are safety-relevant and event-oriented, your unrestricted willingness to extend the safety review and to participate in the BBK crisis organisation is essential.

For the management position, non-tariff employees will first receive a temporary employment contract for the purpose of testing (see § 31 TVöD). After a successful trial period, a permanent employment contract is concluded. The trial period is governed by § 34 of the Federal Railway Ordinance. The transfer of the function takes place initially for a parole period of six months. After successful probation, the final transmission of the department management is provided.
