The Technical Infrastructure (TI) acts as an internal service provider at DLR. The Facility Management builds and operates buildings and facilities of DLR and thus provides a valuable contribution to the efficient and productive research operation. DLR Security (TI-SIH) supports executives and employees in DLR as experts in the fields of occupational, environmental and fire protection, as well as emergency and crisis management. The Systemhaus Technik (TI-SHT) develops and implements highly individual systems for the institutes and institutions for research. The Technical Infrastructure Office (TI-GSS) provides the process framework and advises the organizational units on specific topics such as strategic personnel management, process management, strategic IT management, information management, development of organizational units (one FM) and the management system.

The central procurement management for facility management (FM) services is established as the main department in the technical infrastructure and is equipped with the powers, responsibilities and independences to carry out market-oriented and legally secure procurement processes and to be available to the facility management regions as a total service provider in the commercial procurement law sector. Your tasks Your tasks include the planning and implementation of proper and legally compliant overall procurement processes for construction services, freelance FM services in terms of planning and assessment, as well as supply and services for facility management, including framework contracts and energy, across all regions in the national and international field, as well as under and above the EU threshold in ground and third-party funded projects. You are responsible for: early consultation in the process the entire award process (including leading of rounds of negotiations) up to including awards control with active veto law on order management and follow-up management support and advice in warranty management

You have completed university studies (Diplom [FH] /Bachelor) in the fields of economics (in particular business management) or facility management, architecture, civil engineering, law, or another course of studies relevant to the activity. Alternatively, you have a completed commercial or technical vocational training with equivalent expertise in procurement for facility management as well as several years of practical professional experience in purchasing the awarding agency. You bring comprehensive expertise in national and European procurement law (focus on FM assignments, around the life cycle of real estate) with deeper knowledge in the implementation and interpretation of GWB, VGV, VOB/A EU, VOB/A, HOAI, UVgO and all relevant laws, guidelines and their commentaries. You also have extensive expertise in the right to grant BHO, RBBau, RZBau, Ing. contracts according to RBConstruction and knowledge in the ESA regulations. You have already gained experience in project management for complex national and pan-European procurement procedures for construction services, freelance design services and delivery/services within the technical infrastructure. You have knowledge and practical experience with management systems according to DIN EN ISO 9001 and knowledge in dealing with administrative DV instruments (Internet, ELO, SAP, Microsoft Office, E-Vergabe, Calculatory Programs etc.).
