Public Procurement Law Officer (m/f/d)

The Department of Purchasing and Material Management of VGF is responsible for the procurement of all the goods and services required, including tenders, contract negotiations and offer assessments. It carries out market analyses and supplier assessments, ensures economic storage and develops warranty cases. He also takes over central procurement tasks for Group companies and optimizes interfaces to other business areas. You are one of the central contact persons:inside for all procurement-law issues within the department of Purchasing and Materials Management and for all departments of VGF You take responsibility for procurement in the field of construction, supply and services, as well as architects and planning services (HOAI) and conduct national and EU-wide procurement procedures autonomously and digitally through an e-contracting platform Advise and accompany project participants and demand centres throughout the entire tendering and award process You analyse, evaluate and process legal principles and individual questions and create practical short-term reports on issues relating to procurement and contract law You contribute to the continuous optimization of procurement processes, in particular through the further development of procurement and contract documents and documentation standards

You have successfully completed your studies in law or economics; Alternatively, you can take a university degree e.g. in architecture or a comparable qualification with You have first knowledge of procurement law including the relevant legal bases such as GWB, SektVO, VOB, UVgO, BGB and HVTG Ideally, you have professional experience in public procurement and the implementation of national and EU-wide procurement procedures A good understanding of economic relationships as well as experience in cost-effectiveness considerations, offer assessments and price reviews will help you as well as knowledge in contract law Their work is independent, responsible and solution-oriented; you also enjoy the structured processing of complex technical requirements You point with pronounced communication and consulting skills, team skills, safe handling of MS Office and openness for digital tools and new work processes, in particular first points of contact with the use of AI tools; good English skills are also desirable
