Head of District Planning, Regional Management, Climate Protection (m/w/d)

As part of the Hamburg metropolitan region, the district of Segeberg is conveniently located in the middle of Schleswig-Holstein between the North and the Baltic Sea and is a reliable employer for around 1,100 employees. The specialist service “district planning, regional management, climate protection” currently has 11 employees who are committed to the spatial development in the district, the construction planning and many other space-relevant projects, as well as bus transport and climate protection. It is a permanent employment relationship. In accordance with § 31 TVöD, the function of the technical service is first transferred to the sample in a limited period (the trial period is 2 years). During the trial period, the payment of an allowance to the corresponding fee group is made.

Leadership and control of tasks in the specialist service, in particular impulses for the strategic further development of tasks Personnel management with authority, including, in particular, participation in personnel needs and personnel development planning decentralised budget responsibility Management of/participation in projects of the department, in particular in the course of further digitization Representatives of the specialist service in committee meetings, in particular in the Committee on Economic Affairs, Regional Development and Infrastructure, and in the Committee on the Environment, Nature and Climate Protection Participation in press and public relations The tasks of the specialist service include: the participation of the circle in urban and higher-level planning Consultation of municipalities in construction planning including the provision of urban services according to HOAI drafting legal opinions regional management in the district and in the metropolitan region of Hamburg the climate protection control point cooperation with the ÖPNV administrative community SVG-Südwestholstein

a completed scientific study of urban and regional planning, spatial planning, geography with a focus on urban planning or a comparable study direction with a focus on urban planning Professional experience in construction planning expert knowledge of German (competence level at least C1 according to the common European reference framework for languages) and beyond ideal Management experience comprehensive legal knowledge, in particular in building planning law, spatial planning law and municipal law, as well as safe handling of commentary and case law Experience in project management safe handling of geoinformation systems, relevant EDV applications (e.g. MS Office, Allris) and participation portals as well as openness for new specialist EDV applications high analytical and conceptual competences as well as action orientation and decision-making Formulation and Presentation Security Contact, cooperation, conflict and moderation capability Responsibility and the willingness and ability to develop staff and delegate tasks Willingness to participate in committee meetings also outside the core working hours good knowledge of German (competence level at least C2 according to the Common European Framework for Languages) Class B and 3 licences and the willingness to use your own car for reimbursement
