As a primary digitization partner of the Bundeswehr, we provide stable, safe and efficient IT services in Germany and abroad, from basic operations to the field close to the application and thus contribute to the continuous increase in the leadership and operational capacity of the Bundeswehr. Together with us, we are concerned about the future digital capability of the Bundeswehr. Senior Consultant (m/w/d) now and in full time on site at our BWI location in Berlin. The Cyber Innovation Hub of the Bundeswehr (CIHBw) was launched in 2017 to support the digital transformation of the Bundeswehr as the Digital Innovation Unit (DIU). Our Vision Empowering Innovation in Defence is geared to the needs of soldiers and civilian employees in the department of the Federal Ministry of Defence (BMVg). Their work is to be supported and facilitated by innovative ideas and solutions from the startup world. We serve as an interface between the Bundeswehr and the start-up ecosystem. We accelerate the exchange with the European and international start-up ecosystem, also in the public sector rely on agile working methods and entrepreneurial thinking and link digital experts with the Bundeswehr.

As Senior Specialist (m/w/d) for Innovative Procurement, you play a central role in our cross-sectional area and play a key role in the speed, quality, legal certainty and cost-effectiveness of our procurement projects. You already accompany CIHBw's specialist areas in early stages of the project and, through active cooperation in writing and optimising the purchasing documents, make sure that performance descriptions – both for technical and innovative projects and for services such as coaching, event formats and communication services – are designed to be compliant with the law of surrender, open to competition and resilient. In close cooperation with several interfaces in purchasing, you act as an independent audit and quality assurance entity and thus decisively contribute to the accelerated and legally secure implementation of upper and lower-swelling procurement procedures, so that the CIHBw can quickly obtain innovative solutions for the Bundeswehr.

Competent creation, testing and quality assurance of performance descriptions for technical and innovative procurement, consulting and coaching services, event and event formats as well as communication and agency services

Early advice and support of the departments on regulatory frameworks and procurement strategies

Ensuring the awardability and verifiability of the documents (including preparation for possible award chamber procedures)

Close coordination with purchasing departments and procurement agencies for the protection of procurement and contractual aspects

Support for the selection of suitable types of awards (upper and sublime)

Development and maintenance of binding standards, guides and templates for performance descriptions

Quality assurance and documentation of award documents

Technical advice and training in coordination with other departments of internal demand providers on requirements for performance descriptions

Participation in the simplification and further development of internal procurement processes

Coordination of voting dates with stakeholders, purchasing department and lawyers for the fastest possible implementation of procurement projects

Complete studies in economic engineering, business management, public management, law or comparable

At least five years of professional experience after completion of studies in the context of public procurement, awarding bodies or functions close to surrender

Very good knowledge of German and/or European procurement law (in particular GWB, VgV, VSVgV, UVgO, VO PR No. 30/53)

proven experience in the creation and testing of complex performance descriptions, preferably in the context of IT or innovations

Practical experience in the formulation of contracts and in cooperation with legal interfaces

Advantageous shopping experience or practical knowledge in cooperation with procurement agencies

Practical experience with upper and lower award procedures desirable

Excellent communication skills in word and writing in German
